Under Ottoman control for over three centuries, Cyprus was placed under British administration in 1878. When locally-produced currency notes were introduced by the government in September 1914, the then high commissioner appointed Walter Andrew Bowring, John Cyril Douglas Fenn, Stanley Fisher, and Harry Charles Lukach to act as currency commissioners responsible for their issue. In December 1914, after the receipt of notes printed by Thomas de La Rue in England, the treasurer of the island became the sole currency commissioner and this dual function of the office of treasurer and currency commissioner continued until 21 September 1948, at which time the office of treasurer was abolished and was replaced by the office of the accountant-general. By the Currency Law 1949, the accountant-general became the commissioner of currency. Thus, from 1914 the issuing authority for banknotes was the Government of Cyprus (GOV), and the island treasurer, later the accountant-general, undertook the additional functions of an issuing bank.
