The 9 December 1918 regulation of the provisional government for Eesti Vabariigi (Estonian: Republic of Estonia, EV) granted the minister of finance the right to issue treasury notes denominated in marka and penni. In addition to these notes, three different surrogates for currency existed in Estonia. Payment notes of the Clearing House of Tallinn were initially devised for in-house usage, but on 4 January 1919 they were declared legal tender by the interim government due to a shortage of currency. Likewise, treasury bills bearing a 5% interest rate were initially issued as domestic loan debentures, but were declared legal tender on 16 January 1919, making the redemption dates and yields printed on the notes irrelevant. Finally, bills of exchange were securities printed in 1920 to facilitate settlements between the state treasury and companies, but the public began using them despite never having been declared legal tender.
