On 7 September 1922, the Constitutional Assembly adopted a law founding the Latvijas Banka (Latvian: Bank of Latvia, LB). The Bank of Latvia received its provisional charter 12 days later with an initial capitalization of 10 million latu, and was established on 1 November 1922, assuming the assets of the State Savings and Credit Bank. On 2 March 1990, the Supreme Council of the Latvian SSR passed the resolution “On the Bank of Latvia,” restoring the Bank of Latvia. However, the institution did not become a central bank with the right to issue the national currency until after the declaration of independence of the Republic of Latvia on 4 May 1990, and the passage of the resolution “On Reorganization of Banks in the Territory of the Republic of Latvia” on 3 September 1991.
