On 18 November 1918, one week after World War I ended, Latvia declared independence from the Russian Empire. At the time, German, Russian, and local municipal notes circulated in Latvia. On 11 December 1918, the minister of finance recognized three foreign currencies as legal tender. The newly independent Latvian government introduced the Latvia ruble in April 1919, and a year later an effort was made to declare it the country’s sole legal tender, although on 14 July 1921, the Constitutional Assembly introduced a new unit of account, the Latvian gold “frank”—equivalent to the Swiss franc at 0.29 grams of gold or 100 Latvian rubli—to be used for all foreign trade.
